New Actuarial Excellence Program Set to Strengthen Value-Based Healthcare Financing in Saudi Arabia

The Society of Actuaries (SOA), in partnership with the Center for National Health Insurance (CNHI), represented by the National Casemix Center of Excellence (NCCoE), and in collaboration with WTW (Willis Towers Watson, NASDAQ: WTW) and the Financial Academy, announced the launch of the National Program for Actuarial Excellence in Healthcare Financing.
This program aligns with Saudi Vision 2030’s financial transformation goals, aiming to enhance efficiency and accelerate progress within the healthcare sector. It recognizes the pivotal role of health actuaries in advancing value-based healthcare funding across the public system. To obtain certification, participants must successfully complete three newly developed examinations — designed in collaboration between the SOA, which authored the theoretical components, and WTW, which developed the practical modules.
“This program is about shaping the language of value and sustainability in healthcare,” said Ehab Al Atassi, CEO, National Casemix Center of Excellence.
“In August, the inaugural cohort of 46 actuaries took the first series of exams, with 36 achieving the certificate of completion,” said Joe Wurzburger, FSA, MAAA, CAE, Managing Director of Content and Business Partnerships for the Society of Actuaries. “Actuaries are essential to strengthening healthcare systems—bringing expertise in risk analysis, cost forecasting, and funding model design. In collaboration with CNHI and WTW, this certification aims to elevate the region’s health actuaries and deliver solutions to support a more sustainable, forward-looking and data-driven healthcare system.”
The program plans to expand quickly, with the next cohort scheduled to begin this month and aiming to include around 50 actuaries.
